Introduction to Liberalism, Cities of Luque and San Bernardino, Republic of Paraguay

 Paraguay is a landlocked country in central South America, bordered by Argentina to the south and southwest, Brazil to the east and northeast, and Bolivia to the northwest. Paraguay lies on both banks of the Paraguay River, which runs through the center of the country from north to south. Due to its central location in South America, it is sometimes referred to as Corazón de Sudamérica ("Heart of South America").

The Authentic Radical Liberal Party (Partido Liberal Radical Auténtico or PLRA) is the liberal party in Paraguay. The party is a full member of Liberal International and the RELIAL – Red Liberal de America Latina. The “liberals”, as they are known, are the leading opposition to the dominant conservative Colorado Party and are one of the 2 strongest national parties. They have taken this position since the end of the Alfredo Stroessner dictatorship in 1989. They are the political successors of the Liberal Party.

Last Thursday 3, Friday 4, Saturday 5 and Sunday 6 of November, in the City of Luque and in the City of San Bernardino, Republic of Paraguay, took place the Friedrich Naumann Foundation’s seminar named: Introduction to Liberalism. Andy Rivas was the moderator with Marcelo Duclos, who is also a staff member of the office in Buenos Aires. 15 Youth leaders assisted from 3 different states (provinces) of the country. There was an important presence of the principal national youth leaders of the Liberal Party from the Republic of Paraguay. The most important basic liberal concepts were discussed and they had “rol plays”, video presentation, discussions and conclusions from the moderators.

Central is the most important department in Paraguay, almost 40% of the national voter’s lives here. The capital is Areguá. Is the most populated of the 17 departments of Paraguay and it is a (politically speaking) LIBERAL DEPARTMENT where the actual Governor is Liberal and the 3 former Governors have been liberals too. In relation to the 19 cities that belong to the department, 14 of them have Liberal Mayors.

During the event 2 important speeches were done by The Mayor of San Bernardino City & President of The National Mayor’s Association of the Liberal Party, Luis Aguilar, and; by The President of the National Senate First Minority, Senator Fernando Silva Facetti.

The last seminar took place in The Cordillera Department. Its capital is the city of Caacupé. The capital was founded on 1770. It is considered the "spiritual capital" of Paraguay, where La Virgen de los Milagros of Caacupé is venerated at the Basilica (the special place for the Holy Mother), where people walk on pilgrimage every year more than 1.5 million faithful, 7 and December 8. It is in the top of the Cordillera de Los Altos, obligatory stop for tourists. The actual Governor is a LIBERAL and the 3 former governors, too. Right now the Liberal Party has 70% of the local Mayors and 2 of them are one of the youngest mayors of the country.
